Tim Duhamel is the founder and president of Bloom Centre of Municipal Education. A municipal veteran whose municipal career has spanned over 25 years, Tim has been a municipal finance manager, general manager, and CAO.

Tim’s passion is working with municipalities to better their situation and creating educational material and conducting lectures for municipal professionals.

He has lectured as far away as Kiev Ukraine for the Federation of Canadian Municipalities. Sarah Ban is a Partner in the Assurance Government and Public Sector Accounting Advisory Practice in Toronto, where she specializes in advising Public Sector organizations on accounting, business finance and control issues related to changes to Public Sector Accounting Standards. Sarah has over 12 years of experience managing accounting projects to increase trust and accountability of financial reporting. Sarah’s experience includes working closely with the Province of Ontario, senior Canadian governments, crown corporations and other public sector organizations such as municipalities, school boards and not-for-profit organizations.

Recently, Sarah has been assisting governments of all levels on their adoption of PS 3280 Asset Retirement Obligations (“ARO”) with a focus on municipalities in their scoping, measurement and reporting. Sarah is currently involved in the design and delivery of internal and external training on the implementation and audit implications of this comprehensive new standard.

Stephane Bussiere, CPA (Senior Manager – Accounting Reporting Advisory – Government and Public Sector)

Stephane Bussiere is a Senior Manager in the Assurance Government and Public Sector Accounting Advisory Practice in Ottawa, where he specializes in advising Public Sector organizations on finance and accounting issues. Stephane has over 13 years of experience providing a wide variety of services including auditing and technical accounting application. Prior to joining Deloitte, Stephane was a financial audit project lead at the Office of the Auditor General of Canada (OAG). Stephane’s experience includes working closely with federal departments and crown corporations, the financial services sector, and provincial governments.

Alex Metcalfe, Head of Public Sector, ACCA

Alex leads ACCA’s global public sector strategy – driving the organisation’s public sector brand building, qualification development, and fostering communities of good practice. Alex represents ACCA with key contacts across the global public sector landscape, including with senior government officials and international organisations, where he shares good practices and insights on public financial management.

Prior to ACCA, he worked across central, provincial and local government in the UK and Canadian civil service, including as a senior economist – specialising in tax policy – at the Ontario Ministry of Finance. He has published material across a breadth of public sector topics, including infrastructure finance, financial reporting, public procurement, fiscal policy, immigration and skills, and adult social care.

Alex is a Fellow of the Royal Society for the Encouragement of Arts, Manufactures and Commerce (RSA), member of the public sector committees of the Confederation of Asian and Pacific Accountants (CAPA) and Accountancy Europe, and sits on the editorial board for the academic book series Public Service Accounting and Accountability.

He studied at Oxford, Cambridge and Queen’s universities.

Asma has a background in Resource & Capacity Management from working at IBM. She started her career at VIZIO Consulting in a similar role but is now transitioning towards leading all our marketing activities as well as learning about SAP project management.
